Yes, you can use it in any game project of yours, both Commercial and Personal.
Although just in case you are asking if you can use this asset in any existing games on the market like CS:GO or something of that line then we're not sure of the process. You'd need to see if the game supports modding or lets you change the Default Cursor to Custom Cursors.... Hope that helps....
